There is no extra cost to you—broadcasters pay the royalties.

To remove a Content ID claim, upgrade to a paid subscription. Paid subscribers can whitelist their channels, which automatically clears claims. Once cleared, the portion of ad revenue that would otherwise be routed to the music rights holder goes to you instead, so you keep 100% of the video's ad revenue. Without whitelisting, your channel still isn't penalized and you still earn your own share — YouTube's Content ID just routes a portion to the music rights holder.
